Dear Colleagues and Friends

 On behalf of the Government Information Systems Manager's Forum (GOVIS), I am pleased to invite you to take part in the GOVIS 2005 Conference, . The conference is to be held in the Wellington Town Hall from Wednesday, 18th to Friday, 20th May 2005. 

  has been selected as the theme for this year's conference, continuing an overarching premise based on the past three conferences;

An opportunity you must not miss!

The GOVIS Conference is now held every 2 years.  It is widely recognised as the premier Information Technology and Information Management event for the New Zealand Government sector.  

As in previous years, the programme will appeal to a wide range of people, ranging from Chief Information Officers and other senior executives responsible for information systems strategies in Government agencies, through to the various information management, technology, security and web specialists responsible for the day-to-day operation of their systems.

The programme will include a mix of case studies, showcasing current and emerging technologies, viewpoints from business, Government Chief Executives, and end user Government stakeholders, providing an informative, thought provoking and stimulating view of how well Government has been enabled by IT / IM.  

We are very fortunate in securing Tony Christiansen, who is considered to be one of the worlds leading motivational / inspirational speakers, to speak at the Conference. He is a successful businessman; qualified pilot; second-degree black belt in Tae Kwon Do; speedway and racing car champion; qualified surf lifeguard; gold medal winning athlete; author and Olympian. Tony humorously shares how he has faced life head, on creating challenges and successes along the way. His honesty and openness, combined with a 'take no prisoners' approach transforms his audiences outlook on life.  

The GOVIS Conference provides a forum where you can gather to participate and learn about issues and opportunities that will affect the development of Government Services beyond 2005.  I am confident that you will gain positively from the experience we have in store!

Keynote Speakers Keynote Speakers
Steve Griffin, EDSSteve Griffin joined EDS New Zealand in 2004 as Client Industry Executive - Government, bringing global government industry expertise. Previously, Steve worked in London as Director of Strategic Outsourcing for British management consultancy Rawlings & Co, and for EDS in the United Kingdom on central government assignments and in the financial sector.  He has been involved in taking large outsourcing arrangements through from initial conception to benefit delivery in IT, Facilities and HR. Steve has also been on the receiving end of outsourcing arrangements. In a former life, Steve was a Wing Commander in the Royal Air Force.  He holds a BSc (Hons) in Air Transport Engineering from City University in the UK, a Cranfield MBA and a Postgraduate Diploma in Strategic Studies from the University of New South Wales. He is a Chartered Engineer, a Member of the Royal Aeronautical Society and a Graduate Member of the Chartered Institute for Personnel & Development.

Bob Hayward, Gartner Asia/PacificBob Hayward is Senior Vice President and Research Fellow Asia/Pacific for Gartner, responsible for growth strategy for Gartner in Asia/Pacific and Japan, for business development and for representing Gartner Research in the region. He has over 25 years experience in the IT industry, working in Europe, USA and Asia/Pacific, at various senior levels within the Software industry.  Bob is a personal advisor to the Shanghai Municipal Government on IT, the Minister of IT for India and IDA, an elected member of the board of the Australian Information Industries Association and the Chairman of the AIIA Public Policy Task Force that works closely with the Australian Federal Government on issues for anything related to Information and Communications Technology.

Trevor MallardTrevor Mallard has an interest in information and communication technology, particularly in its application to schools and the community.  As Minister of State Services, he is responsible for driving the Government's e-government vision. Trevor has been a Minister of the Crown since December 1999 and holds the portfolios of Minister of Education, Minister of StateServices, Minister of Energy, Minister of Sport and Recreation, Associate Minister of Finance and Co-ordinating Minister for Race Relations. Trevor's parliamentary career began in 1984, when he was elected MP for Hamilton West. He has a BCA from Victoria University, and continued onto attend Wellington Teachers College. He also holds a Certificate in Continuing Education form Waikato University.

Gerry McGovernGerry McGovern has written a number of books and in 2004, was in the 100 most influential figures in e-commerce in the UK and Ireland. His specialties are: development of best practice in content management, for which he has created a proprietary scorecard; writing and lay out for the Web; and information architecture design. Gerry has extensive experience working for governments, including: US Environmental Protection Agency, US State Department, UK Office of National Statistics, and the Northern Ireland Social Security Agency. He was the only external consultant to review the US Web Content Management Working Group initial recommendations (2004) and is a senior adviser to Directgov, a major UK government web initiative. In 2000, Gerry received the Web Ireland Internet Industry Person of the Year award. Previously, Gerry was founder and CEO of Nua, which received the European Union Best Overall World Wide Web Business Achievement award (1996). Gerry holds a BSc Man. (2:1) from Trinity College, Dublin.

Laurence Millar, SSCLaurence Millar has extensive experience in technology leadership, business transformation, and the application of electronic service delivery to the business of government. He has undertaken strategic consulting and program management work for a range of government agencies and private sector. His career began in England, with ANZ and General Electric, and he came to NZ in 1983 with Databank Systems. In 1990, he joined the Department of Social Welfare as GM of IT. Laurence became a senior manager and consultant for Azimuth Consulting Ltd in 1993, where he led information systems projects, including the first government web portal. From 2000 to 2003, he established Infrontier, Asian Supply Chain specialists, where he was Chief Operating Officer. Laurence has a Master of Arts in Mathematics (Hons) from Cambridge University and a Master of Science (Dist) in Cybernetics from London University.

David Russell, Consumers' Institute New ZealandDavid Russell is the Chief Executive of Consumers' Institute New Zealand. He is responsible for the Institute's research and commercial publishing activities.  In addition, he is the Institute's representative on a number of industry and government organisations and its public spokesman on current consumer issues. The principal aim of Consumers' Institute is to collect and disseminate information and, in so doing, advance the interests of its subscribing members and those of consumers generally. This is achieved through research, the publication of Consumer magazine and through Consumer Online at  www.consumer.org.nz

Developing a citizen-focused website - How to make your website better serve citizens

You firmly believe that your website should put the citizen first, but how to do it better? How do you achieve best practice for your website? How do you make it even better than it already is? This workshop will help you answer these and other key questions. This workshop is about helping your citizens find content faster, about making your citizens feel more informed, making them feel more empowered. It will examine important issues such as the need for a common look and feel, for simpler navigation, for a strategy that ensures you maintain the credibility of government content.

To complete a particular task, citizens may often need to go to several government websites, and these websites may be structured very differently, thus leading to confusion and loss of time. How do we solve this very difficult problem? Is a centralised approach best? Is decentralised with standards more flexible? Should there even be department websites, or would it be better to organize government around the tasks that citizens wish to complete? Gerry McGovern has done extensive analysis of these issues over the last five years, in Ireland, the UK and the United States. He will deliver exclusive research about where government web management thinking is at with regard to the key challenges outlined above.

This workshop is practical, practical, practical. No jargon or techno-speak, just plain speaking. You will be empowered with simple but robust ideas that will allow you do things that will improve your website tomorrow. Seats are limited – be in early to ensure a place.
